BPSS Screening
The Baseline Personnel Security Standard (BPSS) is the UK government’s foundational pre-employment screening process. It verifies an individual’s identity, right to work, employment history, and basic criminal record to ensure trustworthiness before granting access to government assets, information, facilities, or sensitive environments.
BPSS is not a formal security clearance (such as SC or DV), but it is a mandatory baseline requirement for many government and government-contracted roles. It forms the starting point for higher levels of national security vetting and is widely adopted as best practice in the private sector for risk management.

Who Requires BPSS Screening?
BPSS applies to anyone who will have access to:
- UK OFFICIAL classified information or assets (and in some cases SECRET)
- Government buildings, systems, or networks (including the Public Services Network – PSN)
- Areas where sensitive conversations or information could be overheard
- Critical national infrastructure (CNI) projects
- Defence, aerospace, or other high-risk government contracts
This includes:
- Civil servants and armed forces personnel
- Temporary agency staff working in government departments
- Contractors, consultants, and suppliers to government organisations
- Private sector employees in roles governed by government security requirements
Many non-government organisations now require BPSS-equivalent checks for roles involving trust, data access, or compliance obligations.
Key Components of BPSS (RICE Framework)
The standard consists of four core checks, commonly remembered by the acronym RICE:
- Identity Verification Confirms the individual is who they claim to be using reliable, original documents (e.g., passport, driving licence, birth certificate) and cross-referencing with address history.
- Right to Work (Nationality and Immigration Status) Verifies legal entitlement to work in the UK, including checks on visas, biometric residence permits, or other immigration documents for non-UK nationals.
- Employment History Check Reviews continuous employment for the last 3 years (or longer in higher-risk cases). Gaps of 6 months or more (e.g., unemployment, education, travel, or overseas residence) must be explained and verified where possible. Independent references are often sought to confirm roles, dates, and performance.
- Criminal Record Check A Basic DBS check disclosing only unspent convictions and conditional cautions (as defined under the Rehabilitation of Offenders Act 1974).
Organisations may add supplementary checks (e.g., financial probity, sanctions lists, adverse media screening, or credit checks) based on risk profile.
The BPSS Process Step-by-Step
- Conditional Job Offer – BPSS is usually conducted after a provisional offer is made.
- Candidate Submission – The individual completes a security questionnaire and supplies required documents and references.
- Verification – The employer (or a third-party screening provider) independently verifies each element.
- Discrepancy Resolution – Any inconsistencies, gaps, or issues are investigated and clarified with the candidate.
- Formal Record – Successful completion is documented.
- Employment Start – The individual is only confirmed in post once BPSS is passed.
Typical timelines:
- Straightforward cases: 2–5 working days
- Standard cases: 5–10 working days
- Complex cases (e.g., long gaps, overseas history, or third-party delays): 2–4 weeks or more
BPSS has no official expiry date, but employers often require periodic re-verification (especially for time-limited visas or changes in role).
| Aspect | BPSS | DBS Checks (Basic/Standard/Enhanced) |
|---|---|---|
| Purpose | Pre-employment baseline for government access and trust | Primarily safeguarding vulnerable groups or specific trusted roles |
| Criminal Element | Basic DBS only (unspent convictions) | Basic (unspent), Standard (spent + unspent), Enhanced (plus police info + barred lists) |
| Scope | Identity + right to work + employment history + basic criminal | Focused on criminal record history |
| Who Can Request | Employer (mandatory for relevant roles) | Employer (for eligible roles only) |
| Eligibility | Broad – any role accessing government assets | Strict – regulated activity or specific professions |
Benefits of BPSS Screening
- Mitigates risks of identity fraud, illegal working, and insider threats
- Ensures compliance with government security policies and contract obligations
- Provides a consistent, auditable baseline for workforce trustworthiness
- Serves as a prerequisite for higher clearances (CTC, SC, DV)
Additional Considerations
- Overseas History: If the individual has lived abroad for 6+ months in the last 5 years, overseas police certificates may be required.
- Third-Party Providers: Many employers outsource BPSS to specialist screening companies for speed, accuracy, and compliance.
